Haredi ministers get threatning letters too

After United Torah Judaism MKs, Interior Minister Yishai and Deputy Health Minister Litzman also receive envelopes containing curses and suspicious powder. Police forbid them to enter their offices.
Interior Minister Eli Yishai and Deputy Health Minister Yakov Litzman on Monday received threat letters containing a suspicious powder. The police checked the powder and ordered the two not to enter their offices.
Similar envelopes with curses and white powder were received Sunday by two United Torah Judaism Knesset members.
The letters were taken by the Knesset officer and an investigation has been launched into the incident. The white substance had yet to be identified.
Opposition Chairwoman Tzipi Livni addressed the threat letters during a conference in the southern city of Yeruham. "I have heated arguments with haredi Knesset members, but I will be the first person to say that such actions must be condemned and denounced," she stated.
Letters signed with words 'price tag'
The letters sent to MKs Moshe Gafni and Uri Maklev contained, apart from the powder, some ugly curses. "We, the enlightened people of Israel, demand that you, people of darkness, stop living at our expense by studying without working, and get out of our lives," the letters said. "Stop sucking our blood, pack up your stuff and your shtreimels and go to Brooklyn.
"If you continue to squeeze out funds at our expense you will pay a hefty price, as we will fight you physically and not just through demonstration. You will feel our wrath on your selves and your synagogues. We will make your lives miserable and attack you in your cities and neighborhoods."
The letters, signed with a word play on "price tag policy", a name given by settlers to acts of revenge against Palestinians in the West Bank. Beneath was a picture of a skull wearing a traditional hat and side-locks.

Police bust Haredi sect suspected of forging ID cards for state funding
Police raid offices of three non-profit organizations associated with educational institutions in Jerusalem's and the West Bank.
Six ultra-Orthodox educational institutions are the subject of a lengthy police investigation over suspicions they cheated the state out of tens of millions of shekels through the use of fake ID cards, Jerusalem district police disclosed yesterday.
The police raided the offices Sunday morning of three non-profit organizations associated with educational institutions in Jerusalem's Mea She'arim neighborhood as well as in Ramat Beit Shemesh and in the West Bank settlement of Betar Ilit.
Police are said to have confiscated more than 1,000 counterfeit identification cards in the raids, in addition to a printer for the printing of the cards,rubber stamps, a laminating machine and other items.
Six of the organizations' leaders were arrested and four other suspects were detained for questioning. Among those detained were a father and his two sons, who are suspected of leading the alleged counterfeiting ring.
The fake ID cards are said to have been presented to the state to support claims for monthly allocations from the Education Ministry in connection with students who purportedly were studying at the schools but were allegedly not students there. The initial investigation shows that ID cards were presented using real names of individuals, apparently without their knowledge. The cards are said to have featured their real ID numbers but with pictures of other people. Police suspect the organizations told the Education Ministry that hundreds of students attended each ultra-Orthodox school, when in fact only a few dozen studied at each institution.
Chief Superintendent Haim Shmueli of the Jerusalem police said yesterday he believes dozens of other organizations are involved. Police sources expect additional arrests will be made in the case in the near future. Police are also looking into where the money paid by the Education Ministry ultimately went.
The schools and non-profit organizations under investigation belong to the so-called "Masmidim" community of institutions. Yesterday rumors circulated in ultra-Orthodox neighborhoods that informants from a rival Haredi community allegedly directed the police to the suspects. The rumors, however, remain unsubstantiated.
Masmidim is the name of a yeshiva in the Mea She'arim neighborhood. The group has grown over the years into a major ultra-Orthodox community with branches in Beit Shemesh and the West Bank settlements of Betar Ilit and Modi'in Ilit. The community is headed by Rabbi Leib Mintzberg, a major Haredi figure, who serves as a kind of spiritual leader for the entire community.
The Jerusalem Masmidim yeshiva was established after Israel's independence by rabbis from the so-called "Old Yishuv," the community of Jews living in the country before the rise of Zionism.
The Masmidim rabbis somewhat distanced themselves from the Old Yishuv's anti-Zionist doctrine, a central tenet of which was refraining from accepting state allocations. The Masmidim accept state funding and also vote in elections, for which zealots of the more extreme Eda Haredit ultra-Orthodox communities bear a continuing grudge. Rumors circulating suggest zealots contacted the police to incriminate their long-time ideological rivals.
Police suspect that the Masmidim forged ID cards of Eda Haredit members whose education was not funded by the government. Police said the operation was an effort to inflate the amount of state funding the Masmidim received.

Up to 20 years for 'abusive rabbi' followers
Followers of Elior Chen
Four Hasidim, supporters of Elior Chen, sentenced to prison terms for serious child abuse, including severe burning, beating, binding, food deprivation.
Jerusalem District Court on Tuesday handed down a sentence of imprisonment to four followers of "abusive rabbi" Elior Chen, who was found guilty of child abuse.
One of the Hasidim, David Kugman, was sentenced to 20 years behind bars, while Avraham Maskalchi and Shimon Gabai were given 17 years. Roi Tzoref, whose role in the affair was relatively small, was sentenced to two and a half years.
The judge wrote that the accused "undermined the basic understanding that children need to be protected from evil," adding she hoped the children's faith "had not been extinguished forever."
The four Hasidim were found guilty in May of serious child abuse, including shaking and binding children, forcing a child against an electric heater and applying alcohol and salt to the wound, and locking children in a suitcase.
The mother of the children, who was found guilty of handing her daughter over to the "abusive rabbi," was sentenced six months ago to five years behind bars. Elior Chen's trial is still underway.

The indictment against the four Hasidim includes 22 paragraphs detailing 20 cases of abuse. Kugman (24) was accused of shaking up the children while holding their arms and legs, as well as binding their limbs with plastic cuffs and ropes.
In February 2008, according to the indictment, Kugman and other members of the group forced a child against an electric heater, releasing him only when he had sustained serious burns. They then poured alcohol on the wound and rubbed in salt. The child required intensive care including skin graft.
The indictment against Maskalchi, 25, describes how he abused children with a wooden hammer. In one case he burned one of the children's fingers, bound him with rope, put a yarmulke in his mouth and sealed it with scotch tape. Maskalchi and Kugman then put the child in a suitcase and deprived him of food and water.
The two were also accused of locking another boy inside a suitcase for three days, and force-feeding yet another child with feces. They also forced two children aged 5 and 7 to drink arak (an aniseed alcoholic beverage) until they vomited. When one child complained, they beat him harshly.

Israel's leaders have handcuffed themselves to the extreme right
On Monday the government joined forces with the most right-wing parliament ever witnessed in the history of the state.
For years, right-wing circles have tried to derail diplomatic steps taken by Israeli governments by, among other things, drafting laws that predicate territorial concession upon an absolute Knesset majority or a referendum. On Monday the government joined forces with the most right-wing parliament ever witnessed in the history of the state, for the purpose of handcuffing the political leadership's moves in the peace process.
Labor Party ministers, who were absent when the vote was taken, along with Minister Shalom Simhon who supported the law, effectively promoted a grave result. At a time when the hearts of many Israeli citizens, as well as those of the state's best friends around the world, are filled with doubts about the level of Prime Minister Benjamin Netanyahu's commitment to the two-state solution, his office turned into a lobby in support of a law formulated by his party's hawkish wing.
The law's supporters claim that a referendum is a legitimate democratic instrument utilized by many enlightened countries in order to involve the citizenry in important decisions. In actual fact, the vast majority of referenda relate to domestic issues. In our case, the public is being given veto power over crucial decisions on foreign policy and security issues. These decisions are destined to influence the fates of many people who live under Israeli occupation. Any reasonable person knows that reapportioning sovereignty in Jerusalem is a necessary condition for a peace arrangement with the Palestinians.
The new law is another act of expectoration smack in the face of the international community. It casts a long shadow over Israel's commitment to United Nations resolutions, and even to international agreements to which the state is signed. Like all acts of diplomacy with neighboring Arab countries, negotiations with the Palestinians are based on UN resolutions 242 and 338, which require Israeli withdrawal from territories conquered in 1967. In the road map and Annapolis declaration frameworks, Israel obligated itself to undertake negotiations that will "end the occupation that began in the year 1967."
Up to the present day, no country has recognized unilateral Israeli decisions to impose its law and administrative authority on lands annexed to West Jerusalem, as well as the territories of the Golan Heights. It remains only to hope that the new law will face the test of public and legal scrutiny, and be erased from the country's legal corpus.

Ministers: IDF conversions legal
Despite two Shas ministers' objection, ministerial committee approves bill stating that military conversions cannot be annulled. Minister Margi: Current government decision awakens yearning for Olmert days.
The Ministerial Committee on Legislative Affairs on Sunday approved with a large majority a bill initiated by Knesset Member David Rotem (Yisrael Beiteinu), which states that all conversions carried out by the army are legal and cannot be annulled.
Shas Ministers Meshulam Nahari and Yakov Margi opposed the proposal.
Minister Margi, yearning for Olmert days
The bill's approval, which means it will now head to the Knesset for a preliminary reading, was coordinated with the government. Minister Margi said that "the current government's decisions awaken yearning for the days of the Olmert government".
The ministerial committee postponed the vote two weeks ago. It held deliberations over the issue but the decision over the fate of the bill was postponed by two months due to opposition from the Shas party.
'Flagrant breach of status quo'
The party's representative on the committee, Minister Meshulam Nahari, said that the bill constitutes a flagrant breach of the religious status quo, contrary to coalition agreements. But an appeal presented against the postponement was accepted and the proposal was once again on the government table.
The bill was first brought up before the ministerial committee after haredi conversion officials called on the IDF to halt its conversion procedures due to a Chief Rabbinate decision to establish a committee to examine its procedures.
The decision to establish a committee came after doubts were raised over the halachic stance of the converts.
At a High court hearing two months ago, the State's representative said in an appeal demanding that city rabbis register converts for marriage that IDF conversions weren't arranged by certified religious judges (dayanim), and weren't approved in the Rabbinate.

Israeli orthodox rabbi stirs up racism debate

From a pine-covered mountaintop in the far north of Israel, the Sea of Galilee is just visible through the mist below.
This is the idyllic setting for Tzfat, as it is known in Hebrew, or Safed, as Arabic-speakers call it, a holy place for Jews. It is said to have been founded by a son of Noah after the great flood.
In the past few weeks it has also become famous for a decree made by its chief rabbi who instructed residents not to rent rooms or houses to Israeli Arabs.
In his little, stone house in the heart of the old city, I meet 89-year-old Eliyahu Zvieli. He moved here after fleeing the Nazis during the Second World War.
Now he has been condemned by the rabbi for renting part of his house to three Arab students.
"I went through the Holocaust," he says. "I know how much we suffered as Jews because of anti-semitism, so I cannot accept such an opinion."
Far from being cowed, the old man is angry.
"The rabbi's salary is paid by the state so when he expresses opinions like this it is like he spitting on the same plate that feeds him," he declares.
Threatening behaviour

One of Mr Zvieli's Arab tenants, Muhammad Hamoudi, was born in a nearby village and came to Tzfat to study nursing at the medical college.
The fact that he is an Israeli citizen means nothing to those who want him and his fellow students out.
"People have called the house and threatened to attack, they said they would burn it down if we don't leave," he says.
In the past 10 years, Tzfat has seen a large influx of ultra-orthodox Jews many of whom believe that Jews and Arabs cannot, indeed must not, live together.
Shortly after the latest controversy began big, white posters started appearing all over the city.
One reads: "Don't rent rooms to Arabs. Don't give work to Arabs. Don't give Arabs any foothold in our community."
Most have now been taken down, but the man who inspired them is still the local chief rabbi, Shmuel Eliyahu. He is completely unrepentant.
While the chief rabbi refused repeated BBC requests for an interview, a fellow rabbi did agree to a meeting.
"The Bible tells us that Jews should not give a place to Gentiles. Israel is the land given to the Jews by God, anyone else is here as a guest," states David Lahiani.
Endangering secular state
The Israeli government has generally kept quiet about what many would consider a blatant case of racism against the country's Arab minority.
But minister for minorities, Avishai Bravermann, is an exception.
"We are in a battle against forces who do not accept the basic concept of liberal democracy," he tells me.
"They are endangering the state of Israel as a liberal democratic state."
With an extremely high birth-rate, Israel's ultra orthodox community is the youngest and fastest-growing segment of its Jewish population.
Their beliefs are a direct challenge to Israel's secular democracy and to the 20% of Israel's population that is Arab.

Elior Chen convicted of abusing 8 children
Jerusalem District Court convicts self-proclaimed rabbi of abusing, assaulting helpless minors as well as counts of mental abuse. 'There was no due process,' he said after hearing.
A week after three of his followers were sentenced to 17-20 years in prison, self-proclaimed rabbi Elior Chen was convicted of the charges against him by the Jerusalem District Court. "There was no due process. The judge prevented me from studying the material and cross-examining witnesses," he said.
Chen was convicted of abusing and assaulting helpless minors as well as charges of physical and mental abuse.
Judge Yoram Noam stated in the verdict: "The testimonies of the mother and children were reliable and faithfully described the events%u2026a rough reality was depicted, indicating the children lived under a violent and cruel regime led by Chen and were constantly beaten, abused and humiliated."
In November 2009, an indictment was filed against Chen which detailed unimaginable abuse committed by Chen and his followers. Chen was charged with abusing eight brothers from Jerusalem. The abuse involved the burning of organs and the use of hammers. One of the victims is in a vegetated state as a result of the abuse.
Chen escaped to Brazil when the affair was first made public and was eventually arrested and extradited to Israel. His trial opened earlier this year after repeated delays.
After the reading of the verdict, Yaakov, Chen's father said he was not surprised by the ruling but that he is confident his son is innocent. "He only taught Torah. The whole thing was fixed. The police are corrupt. We believe in him," he said.
Chen's mother noted that the media judged her son even before the trial started. "He didn't escape to Brazil, he meant to come back," she added.
The mother of the children, who was found guilty of handing her daughter over to the "abusive rabbi," was sentenced six months ago to five years behind bars.

A case that surprised many with allegations of espionage and even talk of the death penalty ended Friday with an 85-year-old New Jersey man hobbling out of the federal district courthouse in Manhattan, avoiding prison but fined $50,000.
With harsh words for both the man, Ben-Ami Kadish, and the government, the judge, William H. Pauley III, said prison would “serve no purpose” for a man so old and infirm, but made clear that he had lingering questions about the government’s approach to the case.

NY rabbi, sons accused of sexual abuse
Victims range in age from 8 to 19
Police say man, 58, and his 21-year-old son fled to Israel, wanted for alleged abuse of at least four female relatives.
A Hasidic rabbi and three of his sons are suspected of sexually abusing at least four female relatives after the rabbi's eldest victim his daughter confided in a co-worker at a Jewish school, police said Friday.
The 58-year-old father and his 21-year-old son fled to Israel two days ago and are wanted for questioning in the case, police said. They were apparently driven to the airport by the mother.
Two other sons, a 24-year-old and a 15-year-old, were arrested on sexual abuse and rape charges. It was unclear whether they had attorneys, and a message left at the home wasn't immediately returned.
The suspects' names are being withheld by The Associated Press to avoid identification of victims.
Police say the abuse came to light after the oldest victim, now 20, who worked as a teacher's aide at a Jewish school in Brooklyn, told a teacher there she had been abused. Authorities believe she was assaulted by her father repeatedly for 15 years. The other victims range in age from 8 to 19, and investigators believe the abuse was also repeated.
Police say the father is suspected of abusing at least two of his daughters. The brothers were accused of rape and other crimes for abusing their sisters. The youngest suspect was accused of sexually assaulting the 8-year-old.
Hasidism, a form of mystical ultra-Orthodox Judaism, traces its roots to 18th-century Eastern Europe. Followers live in tight-knit communities nearly closed off to modern society and wear traditional dress for men, dark clothing that includes a long coat and a fedora-type hat. Men often have long beards and ear locks.
Most of the 165,000 members in the New York City the area live in neighborhoods in Brooklyn neighborhoods are part of three different major sects.
Isaac Abraham, an activist in the Hasidic community who often speaks publicly for the different sects, said the family was not known in the community and he couldn't comment.
The family lived in the Brooklyn neighborhood of Midwood in a two-story frame house and the father and mother, who are first cousins, had 14 children, police said. All but two live in the home.
The 24-year-old suspect was married and lived elsewhere, as did the oldest child. There are seven girls and seven boys in the family.
Program to combat abuse in community
New York Police Department chief department spokesman Paul Browne said the investigation was ongoing and it's possible there could be additional victims. The father and son, who is legally blind, left for Israel from Kennedy International Airport on Nov. 29, Browne said. An NYPD detective assigned as a liaison in Jerusalem will assist officers there in the search, Browne said.
The father was a teacher at a Jewish school until about three months ago, when he resigned for unknown reasons. There was no answer at the school Friday; police would not say if it was the same school where the oldest victim worked.
State Assemblyman Dov Hikind, whose districts include many of the ultra-Orthodox neighborhoods, discussed sexual abuse among members of the insular world of ultra-Orthodox Jews on a radio show in 2008, prompting dozens of listeners to come forward with stories of abuse. Critics have said sex abuse claims are sometimes handled quietly in Orthodox rabbinical courts, rather than being reported to authorities.
As a result, the state earmarked about $1 million to fund Hikind's plans to teach Hasidic Jews to speak up against child molestation. Prosecutors, counselors and religious leaders in Brooklyn banded together last year to form a program to combat sexual abuse in the community. A hot line was established where victims can call and speak with a "culturally sensitive" social worker.
Ovadia Yosef: Fires only happen where Shabbat is desecrated
The devastating Carmel fire was a result of insufficient Shabbat observance in the area, Shas Council of Torah Sages Head Rabbi Ovadia Yosef said on Saturday night
“Fires only happen in a place where Shabbat is desecrated,” he was quoted by Kikar Hashabbat website as saying in his weekly sermon. “Homes were ruined, entire neighborhoods wiped out, and it is not arbitrary. It is all divine providence.”
“We must repent, keep Shabbat appropriately. When the People of Israel repent, God safeguards them with a wall of fir,” but not of the incinerating type, Yosef added.

Shas spiritual rabbi implies fire raging in northern Israel result of 'desecration of Shabbat'. Haredi newspapers say disaster 'a warning sign', call for personal and public self-scrutiny.
Shas' spiritual leader Rabbi Ovadia Yosef implied on Saturday night that the fire raging on Mount Carmel in northern Israel was a punishment from God for religious offenses committed by the area's residents.
During his weekly sermon, the rabbi read a section from the Babylonian Talmud, which states that "the fire only exists in a place where Shabbat is desecrated."
"A number of houses were destroyed, entire neighborhoods were lost – all under supervision," the rabbi said. He recommended that people "study Torah, engage in good deeds, repent, observe Shabbat, and know the entire Halacha, and thanks to this God will apply a full recovery."
On Friday, a day after fires began blazing on the Mount Carmel range, ultra-Orthodox newspapers called for self-scrutiny, saying the disaster was a sign from God.
In its editorial, haredi paper Hamodia said the Carmel wildfires demanded that the people of Israel scrutinize their acts and ask themselves if they caused the disaster.
Under the title "Who by Fire," the editorial said this was the time for each and every one to look inward and do what is required to improve their lives.
To touch its readers, the paper quoted two phrases from the Yom Kippur liturgy, "Unetanneh Tokef", according to which each one will be judged on the Day of Judgment – "who will live" and "who will die."
The Hamevaser newspaper wrote that an investigation committee would probably be set up, but said we must not forget that there are things beyond human control. The editorial noted that in legal language it is known as "force majeure," and that we know there is a directing force from above without whom it is impossible to even lift a finger "here below." The Heavens caused the events and lead them to such disastrous levels, the editorial claimed.
"The warning sign sent (Thursday) from above joins the previous warning sign, when we are already in the midst of drought, after a number of years of insufficient rain," according to the editorial. "These warning signs are sent to wake us, to prod the sleeping from their sleep… Each one must come to conclusions and drive crookedness from his heart… And just as in the days of High Priest Mattathias Ben Yohanan made miracles and wonders (from the Hanukkah story), also in our time, He will save us from the darkest hours."
'Invoke heavenly mercy'
In many cases haredi news channels tend to ignore major news events, especially in crime, for educational reasons. However, they were not indifferent to the human tragedy of the bus carrying prison services cadets and the fires still blazing in some areas of the Carmel Forest.
Lithuanian haredi newspaper Yated Ne'eman dedicated nearly all its news pages to the Carmel fires, and both Hamodia and Hamevaser covered the tragedy extensively.
In addition to regular updates, various particularly Jewish points of view were presented, including a red headline over the evacuation of Torah scrolls from the religious kibbutz Nir Etzion, and the instructions of Torah scholars to perform prayer vigils and laments in the yeshivas to invoke heavenly mercy.
