DCI: Five years of child rights abuses in the OPT
The Defense For Children International Palestine section, published a report which documents the Israeli violations to the rights of Palestinian children, and the effects of the Israeli military attacks in the occupied territories on the Palestinian children.
Five years ago today, massive protests against the ongoing Israeli occupation erupted throughout the Occupied Palestinian Territories (OPT).
Since that day in September 2000, the systematic and daily violations of the rights of Palestinians in general and of Palestinian children in particular, have intensified profoundly.
Children too young to walk or speak have been shot dead, thousands have been injured, still more have looked on horrified as friends and family members have been killed, maimed, arrested, humiliated.
Schools and homes have been demolished, hospitals destroyed. A vast array of discriminatory and illegal movement restrictions including closures, curfews, checkpoints and roadblocks have been imposed on the Palestinian residents of the OPT, plunging the Palestinian economy further and further into crisis.
But despite clear evidence and wide international recognition that Israel bears full responsibility for the appalling circumstances in which many Palestinians find themselves, the Israeli authorities have done nothing to redress the situation.
On the contrary, as the continued illegal construction of the Wall illustrates, Israel has no qualms in flagrantly ignoring international human rights and humanitarian law whenever it suits its own narrowly defined national interest.
According to documentation collected by Defence for Children International/Palestine Section (DCI/PS), at least 720 Palestinian children have been killed since the start of the Intifada and hundreds more left permanently disabled by injuries they sustained at the hands of the Israeli military.
In the past five years, over 3,000 children have been arrested by Israeli forces and some 300 remain incarcerated the majority held in prisons inside Israel in direct contravention of international law.
Since the Intifada began, education in the OPT has become a daily struggle rather than a basic right. Israeli policies such as curfews and closures as well as military bombardments have systematically targeted the Palestinian education system, forcing children across the West Bank and Gaza to miss hundreds of school days.
Such actions not only disrupt the lives of students but have a devastating impact on the future development of Palestinian society as a whole.
Recent months have seen Israel implement its much touted disengagement from the Gaza Strip. In August, occupation forces evacuated the illegal settlements and the Israeli troops that for more than 38 years controlled the strip withdrew.
But despite the unprecedented media coverage it received, the disengagement does not relinquish Israel from its responsibilities under international law as an occupying power.
As such, Israel is obliged to respect the rights of among others all children living in the Gaza Strip. Instead however, within weeks of withdrawing, Israeli military fighter planes and tanks have been bombarding residential districts up and down the strip, targeting civilians, their property and other civil infrastructure missiles reduced to rubble parts of the Dar al Arqum school in Gaza which provided education for 1,200 students and the Taghreed Foundation for Arts & Culture in Beit Hanoun.
Children of all ages are terrified and traumatized by the new Israeli onslaught which illustrates just how insincere talk of Israeli military withdrawal of Gaza really is.
The violations of Palestinian children's rights that have taken place over the past half decade are but an intensification of the systematic and gross child rights abuses that go hand in hand with Israeli policies governing its 38-year occupation of the West Bank, Gaza and East Jerusalem.
In an initial step to ease the suffering of Palestinian children, it is essential that Israel, as the occupying power, be forced to respect the rights of all children under its jurisdiction, whether this jurisdiction is legal or illegal. In the long-run however, the only way that Palestinian children can be ensured the possibility of enjoying their basic rights and fulfilling their basic needs is within the context the Palestinian people achieving their right to self-determination, freedom and justice.
DCI/PS therefore appeals to the international community and world leaders to abide by their declared commitment to protect the rights of all children, including the children of Palestine.
We urge them to bring pressure on the Israeli government, to abide by international law and end the occupation which is incompatible with any declared commitment to promoting and protecting the basic human rights of all. The past five years have seen an unprecedented level of death and destruction in the OPT, it is up to us to ensure the coming years hold out the opportunity for a better future for Palestinian children.

Relentless Israeli restrictions and aggressions against the Occupied Palestinian territories inflicted the drained -out economy losses cost at $15.6 billion in the five years of al Aqsa Intifada.
A report, commissioned by Palestinian National Information Center (PNIC)-Gaza based, said that the Israeli policy of implementing the collective punishment caused a very severe socio-economic crisis, beside, the Israeli domination of the Palestinian economic tools in the all the economic systems either the monetary, foreign trade or revenues strengthen the Palestinian fully economy surveillance to the Israelis.
PNIC's report figured out that the army’s measures build in the setback of all encompassing of the General Domestic Production (GDC) to 40% and the soar of the unemployment to 27% till the first quarter of 2005, compared to 10 % before the siege and closure of the Palestinian territories.

The World Bank estimated the losses of the Palestinian economy due to the drop of the investments to approximately $145 million.
The report pointed out the general domestic production within five years of the Intifada went down by 40%. The direct losses were estimated about $ 12.9 billion while the indirect losses were $ 2.6 billion. Thus, the total economic losses cost at $15.6 billion.

Report: "800 stores closed in Hebron, 2200 inaccessible"
The Hebron Reconstruction Committee, in the old city of Hebron, reported that residents of the old city are suffering from the presence of 400 settlers living their and heavily guarded by the army.
The settlers are living in five settlement outpost which were connected to Keryat Arba' settlement in the center of Hebron and other settlements in the area.
Settlers presence in the city is causing daily tension between them and the residents, especially amidst the repeated attacks carried out by extremist settlers groups against the residents and their properties.
The Committee reported that the residents in the old city are facing harsh living conditions while the settlers continued their attacks and controlled several stores and buildings, especially buildings adjacent to their outposts.
Nearly 800 stores in Hebron are closed as a result of the attacks, some of these stores are controlled by the settlers, while other stores are located in areas which were declared as closed military zones in order “to protect the settlers"?.
Military operations in the city are adding more hardships to the lives of the residents; during the years of the Intifada which started late September 2000, soldiers imposed curfew over Hebron and several surrounding areas for a total of 700 days.
The army broke into homes, conducted military searches and arrested dozens of residents, in addition to detaining hundreds of residents and interrogating them for several hours.
Recently, Israeli soldiers blocked the entrances of the old city with concrete blocks and iron gates in addition to barbed-wires turning the old city into a big prison.
Since the beginning of the Intifada, soldiers closed 800 stores in the old city, in addition to 2200 stores which became inaccessible to the residents as a result of military roadblocks and the presence of settlers outposts.
Also, the army is barring the Palestinian residents from using several streets in the city, such as Al Shuhada Street, Al Shahla Street, Bab Al-Khan area, and the Old Clothes Market, while the settlers have free access.
The army also leveled several ancient buildings after barring the Hebron Reconstruction Committee from preserving the buildings which carry historical significance.
The committee, and in spite of the military procedures, managed to reconstruct 650 flats for the residents, and is currently reconstructing 120 other flats.
Also, the committee is attempting to limit the expansion of illegal settlement outposts which are surrounding the Palestinian homes and ancient buildings, in addition to attempting to help the Palestinian families in that area by providing them with health insurances, and other social services.
Several appeals were filed by the committee to the Israeli High Court of Justice, against the attacks carried out by settlers and soldiers against the residents and the buildings, in addition to reconstructing the market and aiding some residents in order to create projects which help improve the economical situation of the residents.
The appeals were filed after the committee managed to report dozens of attacks, and formed a legal committee to file complaints against these attacks, and expose the violation carried out by the settlers.

Special report: `“No need to receive open-fire orders`
“Another pediatric, and a baker where shot in the face by the Paratroopers Unit, we broke into homes all day long, and killed children"?.
An Introduction of a report published by the Israeli newspaper Yedioth Ahronoth reads.
These words are part of a song the Israeli military units which operated in Nablus since the beginning of 2004, keep singing.
“By the end of this month, the sever clashes will finish their fifth year, yet the army does not believe that it needs written orders to open fire"?, the report reads.
Since the beginning of Al Aqsa Intifada late 2000, soldiers started receiving verbal orders to open fire at the Palestinians; these orders differ from one area to another, from one officer to another.
The report also included the case of the five residents who were killed in Tulkarem refugee camp recently, the army claimed they were armed, but it appeared that they were unarmed and not members of any faction.
Several petitions were filed to the Israeli High Court of Justice regarding these orders;
the army admits that 70 women were killed, 11 children under the age of two, 90 children 3-12 years old, and 203 children 12-17 years old were among the Palestinians killed as a result of this policy.
The army said that the orders differ from one area to another, and that direct orders given to the soldiers in the past proved to be ineffective, and involve mistakes, therefore firing orders became the responsibility of field officers.
An military officer of one of the operating units said that his squad killed six innocent civilians,
“We killed them and laughed at them, we killed a baker, a women, and old man, and others, they were all killed by illegal orders"?, he said, “We received dozens of shoot-to-kill orders, to shoot and kill any moving object"?.
“In Nablus, we used to break into the homes which are attached to each other; we used to explode the walls in order to cross from one home to another,
one of our snipers noticed a Palestinian man walking in a street at 2 A.M, he was unarmed, but we were instructed to kill him, because he might be someone who is monitoring our movements, and we did, we killed him"?.
The same officer said that in another incident, their next victim was a baker, Ala Ed-Deen from Nablus.
“We saw him carrying a bag in his hand; we received direct orders to kill him although he was far away from us and there was no way to tell if he is armed, he wasn't armed after all, he was carrying clothes"?.
The officer also said that he and soldiers of his unit received several similar orders in the Gaza Strip.
Soldier A? said that a military unit, backed up by tanks, invaded Dir Al Balah in the Gaza Strip; the unit received direct orders to “kill any moving object"?.
“We noticed a resident running, he was unarmed, but we shot him and stood close to his corpse and emptied our magazines in his body, we were happy to have this sort of excitement"?.
Soldier E from the paratroopers division, said that he and his unit received similar orders in Jenin.
“Our orders were clear, an ordinary civilian should not be present in the street at night, he should be killed instantly"?, the soldier said.
Soldier R also said that he and his unit did not know anything about Jihad Al Nathour, 24, who walks in the street of Nablus at dawn during Ramadan month, with a drum in his hand calling the residents for prayers.
“We saw him in the street with a drum in his hand, he ran away as we ordered him to stop"?, the soldier said,
“we managed to kill him in an alley in Nablus, we hurled grenades at him, and then we shot him in the head to make sure he is dead"?.
Also, R added that while his unit was firing at civilians in Nablus, a 24-year-old woman was shot in her head, and an old man was injured in his stomach.
The Israeli military prosecutor said that the army cannot punish the soldiers who killed Al Nathour, “There was a mistake" he said, “the soldiers could not know what was he carrying, when he ran away they fired at him, but I did not receive any report of a confirm kill case".
Soldier M?, member of the Givati brigade which was operating near Ghani Tal settlement, in the Gaza Strip, said that there is a long line separating the settlement from Khan Younis.
“Palestinian children used to play football, whenever their ball was accidentally kicked at our side we used to fire warning shots at them, it was like cat and mouse game"?, M said,
“Once, a nine-year-old child was running after the ball, we shot him in his knee, and now he will live disabled for the rest of his life"
Member of the paratrooper division R? said that he heard through the wireless that a child was shot injured in Nablus, “The commander said that he accidentally shot the child in his leg, he wanted to shoot him in his chest!?,
R said, “He directly shot him because he considered him a threat, and a resident who practices incitement"?.
The child was identified as Hani Qandoul, 13 years old; he was killed during an operation in the city which left five Palestinian children dead.
Another soldier from the “Shildagh"? division, which was operating in Rafah, said that in June 2004, his unit “was bored because Palestinian resistance groups did not fire at them on that day"?.
“We did not see any armed fighter, no shootings were reported in the area"?, the soldiers said, “so, we decided to level homes and hothouses there"?.
“Our orders were clear, every Palestinian on the rooftop of his home should be killed, he might be monitoring us after all", the soldier added, “every resident in the street is a possible suspect, and he might be there to place some explosives, so he should be killed"
“Once we saw a Palestinian resident on the rooftop of his home, we received orders to kill him, so three snipers fired at him, and killed him"?, the soldier stated,
“we shot him in his chest, our snipers are well trained, and they wanted to show how good they are in hitting their targets"?, he added.
Also, a soldier known as K? from the Nahal Haridi brigade said that his brigade was positioned near Ramallah, to guard the settlement of Psagot, and to monitor Al Biereh city.
“The situation was relatively calm, we were instructed to fire back at any source of fire, we were at least 600 meters away from Palestinian populated areas"?, K said, “We were fired at, but couldn"t see the source of fire clearly, so we started shooting at a Palestinian home, we targeted the windows, the doors, and everywhere"?.
Another Givati soldier said that he unit was operating near Rafah in June 2004.
“We used to train by firing at an abandoned home, we used to throw grenades too, and sometimes we used rocket launchers"?, he said, “Whenever we missed our target, our shells and bullets hit Palestinian populated areas, each firing round included 20 grenades"?.
“Several civilians were hit, homes and Palestinian properties, but these trainings were officials approved by the army"s higher command.
