Amnesty calls for arrest of Israelis for war crimes
Amnesty says Israeli forces were guilty of unlawful killings, torture and the use of Palestinian civilians as human shields.
54 Palestinians were killed during the army operation in April which resulted in the destruction of the homes of about 4,000 people. Many died as the army bulldozed their houses.
It also identifies two boys, aged six and 12, who were killed by Israeli tank fire as they went to buy sweets after the army announced that the curfew had been lifted.

On the morning of 6 November 2002, Ismail performed the Fajr (pre-dawn) prayer and intended to fast the remainder of the day. He was with his mother and asked her to pray for him. He told her that this was the last day they would see him. After his martyrdom, his mother said, “May Allah bestow His mercy on him. He was the kindest of sons to his mother.”
His brother Omar and the other colleagues in the mosque say that Ismail conducted himself normally. Nobody noticed anything strange about Ismail.
Shortly afterwards, Ismail infiltrated the Zionist settlement called “Rafah Yam” and exchanged fire with settlers and soldiers. Two were killed and another two were injured according occupation sources.
Ismail’s operation and many others before and after it were a clear message to the occupation that there is no room for them in Gaza or in Palestine.

Yesterday [Saturday, 16 November], around 6:30 A.M., my niece Samar Shar'ab, 21, went onto the roof of her house to speak with me. I was standing at the window of my house. Our houses are next to each other, and I could see her from my window. We spoke for about five minutes. During our conversation, she said that she could see an Israeli tank and jeep on the Jerusalem road, about one hundred meters from us. Nablus was under curfew.
Samar left the roof, and then I saw her talk with one of the neighbors, Muhammad 'Atiyah Mansur. During curfew, neighbors talk with each other from the windows and the roofs. I heard the neighbor telling Samar that the army was liable to seize control of his building and that the soldiers were already at the door. He added jokingly, "Maybe they will join us for our meal breaking the [Ramadan] fast."
Suddenly, I heard shooting nearby and asked Samar where the sound was coming from. She said that the Israeli soldiers were firing, but that she did not know why. She bent over and moved toward the stairs. Muhammad, the neighbor, moved away from the window. I heard a tremendous explosion, which shook all the houses in the area. A mass of smoke arose around the houses.
I heard Ramez, Samar's brother, scream. He called for an ambulance, and I realized that Samar had been injured. I rushed to her house and went onto the roof. It was a horrible sight. Samar had apparently been hit by fragments. Her arm was almost completely severed. One fragment hit the right side of her chest, under her arm, leaving a hole of about ten centimeters in diameter. She was sitting on the floor, leaning against the wall. She did not move. When I went to pick her up, she exhaled twice. The wound to her chest was deep and I was sure that her internal organs had been hit. I knew she was dead. I tried to resuscitate her by pressing on her chest, but she did not respond.
A few minutes later, an ambulance arrived from the direction of 'Aqrabba. The ambulance had patients inside, but when we told the driver what happened to Samar, he agreed to take her to al-Itihad Hospital, in Nablus.
After Samar was taken to the hospital, family members gathered in the house. They were badly shaken. Four Israeli soldiers came over and one of them asked what happened. I told him, "You killed my niece Samar." He asked me where she had been wounded. I said that she was wounded in the arm and chest. He seemed very surprised, and did not believe me. I "Didn't you see the ambulance take her away?" He said that he did. I asked, "Didn't you fire a shell?" He said yes. I said that the shell had scattered in all directions and hit Samar. The soldier seemed shaken. He asked, "Didn't you speak with Samar before she was taken to the hospital?" I said no, and that she did not say even one word. Another soldier recorded our conversation. I asked the soldier, "Why are you firing shells between the houses even though nobody is firing at you, and no fighting is going on?" He responded, "We did not intend to kill Samar when we fired the shell." I asked, "How do you know if the shell kills an innocent person or not? You fire shells between buildings and that will surely injure the residents." The soldiers got into the jeep and tank and left.
A short while late, Samar's father called from the hospital and told me that the doctors had pronounced her dead. She was buried the same day.

Five killed as Israel storms West Bank town
Five Palestinians were killed today as Israeli soldiers swept through the West Bank town of Tulkarem.
Two were shot and killed - one of them a teenager who had climbed on top of an armoured vehicle, Palestinians said.
Near Tulkarem, two Palestinians were killed when their car crashed after running an Israeli army roadblock, Israel Radio reported.
The military has not commented on the deaths. Israel Radio reported that Israeli forces entered the town before sundown and were conducting searches for suspected militants. Palestinians said soldiers tried to capture Tarek Zaghal, a leader of the al-Aqsa Brigades militia, affiliated with Yasser Arafat's Fatah group. He was wounded but escaped, they said.
Violence that has persisted for two years shows no signs of abating, despite efforts by the United States, Europe and others to mediate a truce.
Israel has controlled most of the main West Bank population centres since an incursion in mid-June, a response to Palestinian suicide bomb attacks inside Israel. Curfews are in force much of the time, confining hundreds of thousands of people to their homes.
Palestinians said a 15-year-old boy was shot and killed when he climbed on top of an Israeli armoured vehicle in central Tulkarem. After an incident in which Palestinian youths climbed onto a tank, stole equipment and threw a firebomb, the military warned that soldiers would shoot at the attackers in similar circumstances in the future.
Another Palestinian, a night watchman, was shot dead at his post in front of a building, Palestinians said.
Tulkarem is on the line between Israel and the West Bank, 18 miles west of the Palestinian city of Nablus and nine miles east of the Israeli coastal city of Netanya.
In Nablus, about 100 Palestinians demonstrated against the protracted Israeli occupation. A woman was hurt when soldiers opened fire, Palestinians said. The army had no comment.
In the Gaza Strip, Israeli soldiers exchanged fire with armed Palestinians who were apparently trying to infiltrate into the Jewish settlement of Kfar Darom, settlers said. Israel Radio reported that two Palestinians entered an abandoned building sometimes used as a post by Israeli soldiers. It was empty at the time, and soldiers surrounded the structure after the infiltration, the radio said.
In the village of Al Khader, outside Bethlehem, Israeli special forces arrested Abdel Mahdi Ramadan, a leader of the al-Aqsa group. Mr Ramadan was responsible for organising attacks inside Israel, the army said.
At least 19 Palestinians were arrested in other West Bank locations, the military said. A top Hamas activist was detained in Hebron, Palestinians said.
Etti Galia, a Jewish mother of seven who was killed in a Palestinian ambush in the West Bank, was buried today at Kochav Hashachar, the Jewish settlement in which she lived, east of Ramallah. Galia, 48, was killed as she drove home last night. - 20 nov 2002

Israel’s killing of British citizen Iain Hook, UNRWA’s Project Manager in Jenin
In today’s reinvasion of Jenin Refugee Camp, the Israeli Occupation Forces made the bottom section of the camp into a closed military zone in the morning, using about twelve tanks, ten jeeps, and at least two Apache helicopter gunships. I had been trying to get between the unarmed children and the tanks, when I received a call from a friend who wanted me to evacuate her sick daughter as the Army would not let any ambulances through.
I went with a friend who is a Palestinian journalist, and we were immediately arrested, along with another international volunteers, and taken to a place where about twenty Palestinian men were being held. They were blindfolded, handcuffed, stripped to their trousers or underwear, and beaten severely. After I was detained for two hours and interrogated briefly, the Israeli soldiers said that I was free to go. I asked permission to remain with the men, hoping to minimise the violence, but the soldiers refused, saying it was not allowed. When I refused to leave, I was forcibly dragged away, pulled down the road, and told that if I returned to the area I would be shot.
I went back the way I had come, past the United Nations compound. There I spoke briefly with Iain Hook, Project Manager of UNRWA [United Nations Relief Works Agency] in Jenin, who said he was trying to negotiate with the soldiers for women and children to go home. He came out of the UN compound waving a blue UN flag, and the soldiers’ only response was to broadcast with their microphone in English, “We don’t care if you are the United Nations or who you are. Fuck off and go home!” They were trying to go home. Iain said that things were not going well. He insisted that he wanted to provide safe passage for his forty Palestinian workers and himself using legal means, i.e., official coordination with the Army. Some worried parents had begun to knock a hole in the wall at the back of the compound to evacuate children who were there for a vaccination programme. We accompanied some of the children home.
After this, I headed again to the sick girl’s house. On the way I met a group of children who told me that a 10-year-old friend of mine, Muhammad Bilalo, had been killed and three children had been wounded by tank fire, one of whom sustained brain damage. So I went to where the children were gathered, and the tanks were firing on them erratically. I walked down the road between the children and the tanks until I was fifty meters from the tank, where I tried to dialogue with the soldiers. I implored them not to shoot live ammunition at unarmed children. At that point, they stopped their shooting. A few moments later, an APC drove up to the tank [an armed personnel carrier, like a tank with all the armour except a cannon]. I could see their faces very clearly and I imagine they could see mine also. I had seen both of these tanks earlier in the day.
A soldier raised his upper body and his gun out of the hatch of the second vehicle and began shooting. At first he shot into the air, and most of the children dispersed, running into an alley on the left side of the street. About three small children remained, however, and I tried physically to get them to the alley, dragging and pushing them. I looked back over my shoulder and could see the soldier in the APC pointing his gun at me from about one hundred meters. Near the entrance to the alley, I was shot in the thigh. When I fell they continued shooting in my direction. I crawled part of the way up the alley, and then some of the youngsters dragged me up the rest of the way.

No ambulances were allowed into the camp, so I was carried on a makeshift stretcher to where a Red Crescent ambulance could reach me near the entrance of the camp. While I was in the Emergency Room of Jenin Hospital, Iain Hook of UNRWA was brought in. He died a few minutes later.
We have been told that when he was shot, the Israeli Army prohibited a clearly marked UN ambulance from evacuating him and transporting him for nearly an hour, during which time he lost much blood. Finally the ambulance crew evacuated him by taking him out by the back wall that employees had broken down earlier.
Having been present in the Camp all morning, I can testify that any Palestinian fighters had stopped shooting a good two hours before either of us was wounded. When I passed the UN compound in the morning, it was surrounded by Israeli Army snipers and soldiers who were shooting erratically into the Camp. Two people were killed and six wounded. All but one were shot by tank fire outside what the Army deemed a closed military zone. I was not caught up in any kind of crossfire as the Israeli Occupation Forces are falsely stating, and I don’t believe that Iain was either.
The massacre has not stopped. Human rights violations and war crimes seen so blatantly across the world in April of this year continue on a daily basis in Jenin. Yesterday, with the casual killings that marked it, was not an unusual day in Jenin. It has become a potentially suicidal act to engage in the most basic acts of survival. The Israeli Occupation Forces engage again and again in a shoot-to-kill policy without regard as to whether its targets are civilians or armed fighters. Israelis have been shown in April that they can get away with a massacre, and that all the international condemnation in the world cannot get one ambulance in to evacuate a wounded person.
Thus the lack of accountability on Israel’s part has become bolder as the events witnessed yesterday become almost standard. These are not military campaigns. They are acts of terror designed to humiliate, brutalise, and bully Palestinians into subjugation. They are being denied not only the right to resist, but to exist.
