Western world is blind

Op-ed: Despite Muslim murderousness, West refrains from admitting Islam is the problem.
Many in Israel and in the West have condemned the Toulouse murders and killer's monstrosity in recent days, and some even expanded the scope of denunciation to include Mohammed Mareh's jihadist sources of inspiration and the hotbeds of fundamentalist Islamic incitement. Yet still, almost everyone is staying away from pointing the finger at Islam as a whole, a religion that like an interminable production line gives rise to such phenomena, organizations and murderers.
These terror attacks, in Israel and abroad, are aimed at killing as many people as possible, at times while executing children; the Islamic terror industry knows no boundaries and cannot be satisfied. In 2010 alone, according to official figures, Islamic terror and violence slaughtered no fewer than 29,832 people. The actual numbers are likely much higher.
Yet in the West, which has turned double standards into a vocation and the rolling of one's eyes into an art form, people are looking helplessly at the numbers and horrors. Not only do they fail to even imagine that something in Muslim culture may encourage this horrifying violence, they focus on identifying the "real culprits": Western colonialism, Israeli occupation, American imperialism or Western support for corrupt, greedy Arab leaders.
And so, a terror endorser like Professor Tariq Ramadan from Oxford enjoys wonderful Western hospitality and is an honorable guest at almost any relevant academic forum in the West. Moazzam Begg, known as the Taliban's most well-known supporter in Britain, receives Amnesty's patronage, and Iqbal Sacranie is knighted after warmly endorsing Ayatollah Khomeini's religious edict against Salman Rushdie.
Meanwhile, Imam Feisal Abdul Rauf became President Barack Obama's envoy to the Persian Gulf, even though he claimed that US policy contributed to the September 11 attacks and does not view Hamas as a terrorist organization.
Blame Israel
At this time, almost any terror group on earth originates from the Muslim world, with some Muslims not shying away from executing children, in Itamar or Toulouse. Nonetheless, we see an amazing alliance flourishing between the finest members of Western and Israel's elites - which seemingly espouse equality, democracy, human rights, and women's and minority's rights - and the finest Islamic zealots, who crudely trample all of these values.
Given such atmosphere, it is only natural for an intellectual like Noam Chomsky to curry favor with well-renowned Lebanese humanist Hassan Nasrallah and slam Israel, or for an eminent feminist like Judith Butler to gleefully endorse a boycott of Israel. At the same time, she travels to the kingdom of freedom and progress in Ramallah and Jenin in order to share with local Arabs her insights on women's rights, while outside the lecture hall the subjects of her lecture walk around wearing veils, burqas or hijabs.
In the West and in Israel, there is nothing new about this hypocrisy or blindness. In the same spirit, Jean Paul Sartre and Simone de Beauvoir were able to wholly deny the horrific acts of Stalin and Mao Zedong, even when evidence showing otherwise was piling up. When intellectual elites are the ones to distinguish the sons of light from the sons of darkness, leftist icon Sartre can become the flag bearer of the sons of light, while a man like Albert Camus, who dared to condemn the crimes of Soviet communism, is slammed as a son of darkness.
In this day and age, when anyone who praises the violent and repressive Islamic religion and culture is assured of dubious glory, we won't see a local Camus rising anytime soon. For the time being, we shall have to settle for the likes of David Grossman and Amos Oz, who will resort to holy literary fury in order to explain why blame lies almost entirely with the Jewish state, and not with our Muslim neighbors, heaven forbid.

Israel seeks to punish PA over UN human rights probe
The illegal Israeli settlement of Har Homa in the Israeli-occupied West Bank
The recent decision by the UN Human Rights Council to probe the illegal Israeli settlements in the West Bank has drawn Israel’s ire, prompting Tel Aviv to seek punishment for the Palestinian Authority (PA).
A meeting of eight senior Israeli ministers is to be held in Israel on Sunday to discuss sanctions against the Palestinian Authority and representatives of the United Nations Human Rights Council in Israel.
It is, however, not clear if the forum of ministers will reach any decisions in the March 25 meeting, Haaretz reported.
According to one source, three of the eight Israeli ministers, Foreign Minister Avigdor Lieberman, Strategic Affairs Minister Moshe Ya'alon and Finance Minister Yuval Steinitz support freezing the transfer of tax revenues to the PA.
Senior Israeli officials have previously said that Israel has no intention of cooperating with the UN committee. Netanyahu 's office also announced on Friday that the committee members would be denied entry into Israel.
Nabil Abu Rudeineh, the spokesman for the acting Palestinian Authority chief, Mahmoud Abbas, has described the establishment of the UN Human Rights Council’s investigative committee as a shift in position of the world in favor of the rights of Palestinians.
Nearly 500,000 Israelis live in more than 100 settlement units built since the 1967 Israeli occupation of the West Bank and East al-Quds (Jerusalem).

Israel’s decision to cut ties with UN rights council regrettable: UNHRC
The President of the United Nations Human Rights Council has said that Israel’s decision to break ties with the council over a UN announcement to conduct a probe into Israeli settlements is “most regrettable”.
Laura Dupuy Lasserre, the head of the 47-state body, said on Monday that she had not received an official confirmation of Israel’s decision, but "if it is indeed the case, this would be most regrettable,” AFP reported.
“I have no doubt that it is in the interest of Israel to cooperate with the Human Rights Council on this investigative mission, not least so that it can explain its own policies and actions to the independent commissioners once they are appointed,” said Lasserre.
On Thursday, the 47-member council adopted a resolution which condemns Israel’s announcements of new settlement homes, demands a reversal of the settlement policy and orders a probe into how Israeli settlements are infringing upon the rights of Palestinians.
The resolution was adopted by 36 votes in favor and 10 abstentions. The United States was the only member that voted against it.
Earlier on Monday, Israeli Foreign Ministry Spokesman Yigal Palmor said that it has decided to cut contact with the council in condemnation of the resolution, adding that Israel had yet to formally inform the council of its decision.
On Sunday, Israeli Foreign Minister Avigdor Lieberman called for a boycott of the council, while Israeli Prime Minister Benjamin Netanyahu said on Thursday that the council "should be ashamed of itself.”
On Thursday, the US also slammed the resolution, saying it was "deeply troubled by this council's bias against Israel.”

Israel ends contact with UN council over settlement probe
JERUSALEM (Reuters) -- Israel said on Monday it has severed contacts with the UN Human Rights Council after its launch last week of an international investigation into settlements in the occupied West Bank.
The decision, announced by a Foreign Ministry spokesman, meant that the fact-finding team the council planned to send to the West Bank will not be allowed to enter the territory or Israel, said the spokesman, Yigal Palmor.
"We are not working with them any more," Palmor said about the Geneva-based forum. "We had been participating in meetings, discussions, arranging visits to Israel. All that is over."
The ministry told Israel's ambassador to Geneva to ignore all phone calls from the body's chief commissioner Navi Pillay, Haaretz quoted an Israeli official as saying.
A fact-finding team will also be barred from entering the occupied West Bank and Israel to investigate illegal settlement activity, the official added.
The international investigation was launched on Thursday, with the United States isolated in voting against the initiative brought by the Palestinian Authority.
Israel's prime minister Benjamin Netanyahu dismissed the Geneva forum as "hypocritical" and having an "automatic majority against Israel."
"They systematically and serially make all kinds of decisions and condemnations against Israel without even symbolically considering our positions," Palmor said.
He said Israel would continue to cooperate with other UN bodies.
On Friday, PLO official Saeb Erekat said the UN decision was a victory for international law and called on the Israeli government to stop all settlement activity in order to give the peace process a chance.
The UN Human Rights Council condemned Israel's planned construction of new housing units for settlers in the West Bank and East Jerusalem, saying they undermined the peace process and posed a threat to the two-state solution and the creation of a contiguous and independent Palestinian state.
About 500,000 Israelis and 2.5 million Palestinians live in the West Bank and East Jerusalem, areas Israel has occupied since 1967.
Palestinian officials say settlements undermine a viable Palestinian state. They are considered illegal by the International Court of Justice, the highest UN legal body for disputes, while Israel wants their status to be decided in peace talks.

Newspapers Review: Dailies Focus on Israeli Threats to Punish PA

RAMALLAH, (WAFA) – Monday’s issue of the three Palestinian Arabic dailies highlighted Israeli threats of punitive measures against the Palestinian Authority (PA) following the United Nations Human Rights Council (UNHRC) decision to set up a fact-finding mission on the implications of Israeli settlements on Palestinian life in the occupied territories.
Al-Quds prime headline said Israel is considering freezing PA tax revenues and halting work on joint projects, as well as considering measures against the UNHRC, including asking the United States and other members of the council to withdraw from it.
Al-Hayat al-Jadida reported on its front page that an Israeli military court rejected an appeal to release Hana Shalabi, the Palestinian prisoner who has been on an open-ended hunger strike for 40 days protesting her arrest without charge or trial.
Al-Ayyam dedicated half its front page to report on news from Syria as confrontations between President Bashar al-Assad’s forces and dissidents of the Syrian army escalate, leaving 30 dead across the country on Sunday.
The daily printed a picture of Syrian children studying in a temporary classroom in a refugee camp near the Turkish borders with Syria.
Al-Quds featured a series of activities in solidarity with imprisoned Fatah lawmaker Marwan Barghouti, who has been in Israeli jails for 10 years. Banners of Fatah flags with Barghouti’s picture were hung in the city of Ramallah. Barghouti was sentenced to five life terms for his role in the second Intifada. Public opinion polls show him as the most popular to lead the Palestinian people after President Mahmoud Abbas if he runs for presidential elections.
The three dailies reported on complaints by Prime Minister Salam Fayyad in which he said that Hamas had failed to send a delegation to Cairo to attend a meeting with his delegation and Egyptian officials to discuss ways to reach permanent arrangements to supply fuel to Gaza power plant.
Al-Quds editorial slammed the Israeli threats to punish PA for the UNHRC resolution to send a fact-finding mission on Israeli settlements in the occupied territories, and said Israel is afraid of what the international organization will decide.
The daily also condemned Israeli legislations based the outdated 1945 British mandate emergency laws, which allow administrative detention of Palestinians without charge or trial.

Jerusalem Permits for West Bank Ambulance Drivers Cancelled
JERUSALEM, (WAFA) – The Israeli civil administration, a department in the Israeli West Bank military government, cancelled all permits issued to ambulance drivers from the West Bank who work in Jerusalem, Mohammed Gharableh, head of ambulance services union in occupied East Jerusalem, said on Tuesday.
He told WAFA that cancellation of the permits will paralyze the ambulance service in the east section of the city; explaining that 20 ambulances had to stop working because the drivers could not reach their work places in Jerusalem, leaving only two cars in the service.
Gharableh said this measure violates the terms of the Fourth Geneva Convention.

UN demands Israel to stop its discrimination measures against Palestinians
NAZARETH, (PIC)-- The UN committee on the elimination of racial discrimination demanded Israel to stop its discrimination policies against the Palestinians of the 1948 occupied lands and abolish Knesset racist laws against them.
The UN committee asked Israel to make all efforts to remove all forms of segregation between Jewish and non-Jewish groups, especially the law approved by the Knesset in 2011 which gave the Jewish local authorities the right to prevent Palestinians from living in Jewish areas.
It also said that Israel must ensure that the non-Jewish minorities have equal access to employment, social improvements and political activities.
The committee also condemned other Israeli violations including its law against the reunion of Palestinian families, the demolition of their homes, displacement of Bedouins communities, the unequal distributaries of water resources in addition to many violations against the rights of Palestinians.

Israel in Isolation after UN Human Rights outrage
The passage of a UN human rights council resolution calling for a fact finding mission into the affect of Jewish settlements on Palestinian Human rights, has caused national anger and the increased isolation of Israel on the international stage.
The resolution was adopted with a vote of 36 to 1 (USA) with 10 abstentions. As a result of the decision Israel has announced it will cut all contact with the Human Rights Council, after the body condemned Jewish settlement in the West Bank and East Jerusalem. Israel re-iterated the unfair and extreme bias towards Israeli policy in Palestine, despite the fact that the council is also highly critical of Israel's enemies such as Syria and Iran. Israel informally stated that all diplomatic and co-operative measures with the body will be stopped.
The Council's leader Laura Dupuy Lasserre said the decision by Israel was "most regrettable." Internationally Israel has been increasingly hostile to Palestinian sympathisers, last October the United Nations Educational, Scientific, and cultural Organization (UNESCO) became the first UN body to recognise Palestine as a state and received the wrath of Israel as well as a severe funding cut from the US who responded to the recent resolution by commenting that the UN's Palestinian bias causes unnecessary politicisation to the work of the human rights council. A number of responses, such as Omar Barghouti from the Boycott, Divestment and Sanctions Division (BDS) have suggested this may be the beginning of Israel's "south Africa Moment".
Souheil El-Natour, spokesman for the Democratic Front for the Liberation of Palestine (DFLP) in Lebanon, said the UN rights council decision was part of a trend that is isolating Israel from the international community. "It will shock a lot of people who think unconsciously or because of propaganda that they are searching for peace. Now they will discover that the UN human rights body is investigating them," he said.

Mofaz Wins Israel's Kadima Party Leadership
MK Shaul Mofaz has won the election for leadership of the Kadima Party, replacing MK Tzipi Livni who has leaded the opposition party since 2008.
In the election yesterday evening, Mofaz won 61.7 percent of the vote in the Kadima primaries, compared to Livni's 37.23 percent.
The new party chairman has called on his rival to promote unity within the party and to support its efforts to pose a serious challenge to the current Netanyahu government.
He also appealed to Israelis in his victory speech to have faith in the party and affirmed that it would replace Netanyahu's Likud party at the next Israeli elections.

Shaul Mofaz to Haaretz: I will lead Israel's social protest this summer
New opposition leader says party will represent sane, liberal public.
Shaul Mofaz, who was voted as Kadima's new chairman in Tuesday's election, says he will be at the helm of the next social protest, which he believes will break out again this summer and will focus on the issue of drafting the ultra-Orthodox into the army.
The social protest, he told Haaretz in a telephone interview on Wednesday, will center primarily on the "unequal bearing of the burden" - in other words the fact that Haredim aren't drafted.
"I opposed the Tal Law in its time and I will lead this protest," he said, referring to legislation that had set the terms for Haredi draft exemptions but was struck down by the High Court of Justice last month.
"I will represent the sane, democratic and liberal public. Most people will see me and the new Kadima as an address," he said. "The protest hasn't totally died down. It is still bubbling."
On only a few hours' sleep, Mofaz came to Jerusalem on Wednesday for the usual routine - a wreath on the grave of Theodor Herzl, a note in the Western Wall, a meeting with the wall's Rabbi Shmuel Rabinovich, and back to Tel Aviv.
A meeting was scheduled for Mofaz early next week with President Shimon Peres. After all, he will soon be the leader of the parliamentary opposition in the State of Israel, and duty calls.
From now on, all heads of state and foreign ministers who will visit here will be meeting with him as well. At this very moment, foreign diplomats in Israel are busily preparing dossiers on Mofaz to submit to their countries' leaders.
He will receive enhanced security, an armored limousine, a spacious office and an expanded staff. He won't be leaving the chairmanship of the Knesset Foreign Affairs and Defense Committee so fast, though. He has an important - and classified - matter to wrap up there first.
Mofaz has been in politics for 10 years, most of it as transportation minister and defense minister, first in the Likud and then in Kadima. Much of the public regards him negatively. They see him as a right-wing general, devoid of ideology, inconsistent and power hungry.
"The public will have to get to know me," he said. "It's a matter of time. When the public gets to know me, they will learn to accept me."
Mofaz knows exactly what he will be doing during each of the upcoming weeks and months. His team has prepared a plan for his first 100 days at the party's helm.
Mofaz has expressed his position on the Iranian nuclear threat plenty of times. Now, as Kadima chairman and the head of the opposition, it will resonate much further.
"[Prime Minister Benjamin] Netanyahu is politically manipulating the Iranian issue," Mofaz said. "It's an existential threat, but the Americans are the ones who have to lead this campaign. The military option is the last resort, and it is still distant. We must retain that option, but the Americans must lead."
He will soon be meeting with Netanyahu for the routine update the prime minister gives the opposition leader.
"I won't suggest setting an agreed-upon date for elections at that meeting," said Mofaz. "The timing of elections is a bit too complicated to sum up in one meeting."
He will do a great deal to make sure defeated party chairwoman Tzipi Livni remains in Kadima, he said. He recognizes her electoral value. If she wanted the No. 2 spot on the Knesset list reserved for her, as she had reserved it for him, he would be pleased. If she has any other requests he would weigh them favorably. But, as he said on Wednesday, "Everyone is replaceable."

Between, October 2000 and June 2002 the suspect ordered a series of actions against the Palestinian people, which included assassinations, torture, house demolitions and the deportation of civilians.
In early 2001, the suspect, as Chief of Staff ordered the Israeli army to kill 70 armed Palestinians per day.
On 29th March 2002 and for 6 weeks after, the suspect was in charge of a military operation called "Operation Defensive Shield" in which, according to the Red Crescent, the army killed 216 Palestinians and wounded 416.
The operation involved the widespread destruction of homes, the denial of medical treatment for the wounded, especially in two Palestinian cities, Jenin and Nablus. These actions are classifiable as war crimes and crimes against humanity.
The suspect continued these activities even after being appointed Israeli Defense Minister up to 2006.
In 2002, a British lawyer presented a file to the UK Director of Public Prosecutions asking for the suspect to be investigated for war crimes such as targeted assassinations and the demolition of Palestinian homes.
The suspect left the UK quickly upon hearing a file had been presented.
Description of the suspect: an olive-skinned man, about 60 years old, of below average height, clean-shaven.
The suspect is armed and may be dangerous.

Candidate who wants Olmert's job once 'sought deaths of 70 Palestinians a day'
A leading candidate to be Israel's next premier called for a death toll of 70 Palestinians a day when he was head of the military during the second intifada, according to a best-selling book by two Israeli journalists.
The account of a briefing given in May 2001 to senior West Bank army commanders reinforces the image of hawkishness enjoyed by Shaul Mofaz.
He has emerged as the main rival to the Foreign Minister, Tzipi Livni, for the leadership of the Kadima party being vacated by Ehud Olmert.
Mr Mofaz is expected to stress his security credentials as a former chief of staff and defence minister in his campaign to defeat Ms Livni, the most popular among the Israeli public of the candidates to succeed Mr Olmert as party leader.
According to the book Boomerang, by Ofer Shelah, of Yedhiot Ahronot, and Raviv Drucker, of Channel Ten, Mr Mofaz convened a meeting of brigade and regimental commanders covering the occupied West Bank at Jerusalem's Ammunition Hill. It occurred early in the premiership of Ariel Sharon when the intifada was well under way.
The book, which was well reviewed, and was based on extensive interviews with officials and documentary research, chiefly made news when it was published in 2005 because of its contention that Mr Sharon had, in large part, dismantled the Jewish settlements in Gaza to deflect the threat of a corruption indictment.
The two prominent journalists say in the book that the chief of staff at one stage of the Jerusalem meeting – "in an exceptional act" – ordered the person customarily responsible for recording the pronouncements of the military's top officer on such occasions to stop doing so.
The general then warned, says the book, without placing his remarks in direct quotes, that there would be "no more messages to the Palestinian Authority so that it will act". The authors say that Mr Mofaz instead laid down that they call "a price to be set exactly".
The authors say that he said he wanted "10 slain Palestinians" in each territorial brigade area.
The book goes on to record that one senior officer then whispered to the Central Command commander, Yitzhak Eitan, that he would be well advised to ask for such an order in writing and added: "It comes to 70 killed a day".
It then says that General Eitan convened the same group of officers the following day and "made clear that what Mofaz said [was] not to be understood as an order and should not be treated as a directive for action."
But it adds that one officer, the brigade commander in the Hebron area, Colonel Yehuda Albek, "preferred the Mofaz version" to that of General Eitan.
The next day, he began an action near Dahariya against Palestinian police "who had not committed any hostile acts". A policeman was killed and several wounded. When the colonel was summoned to command HQ to explain the operation to his concerned superiors, he said that it was in line with the remarks made earlier by the chief of staff, says the book.
There was no immediate response from Mr Mofaz's office yesterday to inquiries about the book's account.
Meanwhile, Benjamin Netanyahu, leader of the right-wing Likud, called for an immediate election, which the polls show he would win. "It doesn't make any difference who heads Kadima. They are all party to a string of failures by this government," he said.
Mr Netanyahu could get his way if the victor of the Kadima leadership contest fails to form a workable coalition to stay in office. In that case elections could be called for early next year – with the possibility that Mr Olmert could remain as caretaker prime minister until then.

After an Israeli media site wrote an article on today's Earth Day March, the comments that followed were filled with slander. These comments were mostly in Hebrew, and the picture on the right shows exactly what was written. One person wrote (speaking to Israeli soldiers) "point towards their head, and hit the bull's eye", and another added "come on, shoot the head to kill, nomore mercy", other comments are filled with profanity, and can be read in the picture.The Israeli media has not yet removed these comments.
This is not the first time that Israelis use social media to slander the actions of Palestinians. A few months ago, outrageous comments were written about Palestinians after an accident of a school bus had taken place, and 10 childern died.

Report: Egypt refuses to rent building to Israeli embassy
According to London-based al-Sharq al-Awsat newspaper, Israel's embassy in Cairo has been operating without a permeate residence for the past seven months. Sources told al-Sharq that Israel's ambassador to Cairo has been working out of his hotel room.
An Egyptian security expert claimed Egypt is refusing to sell or rent out a building to Israel.

Israeli minister: State should encourage settler takeover of Hebron home

Comments by Likud's Yisrael Katz come amid apparent disagreement between defense establishment, Netanyahu's office as to the proper response to the structure's capture; Netanyahu to discuss issue in panel with Barak.
Jewish settlers who took over a house in Hebron's Arab area should be allowed to stay, a top Israel minister said on Tuesday, adding that similar actions, as long as they are done through the proper legal channels, should be encouraged.
The comments, made by Transportation Minister Yisrael Katz came amid a debate within Israel's leadership as to the way in which the state should respond to Sunday's takeover.
Hebron’s mayor Khaled Osaily told Israel’s Army Radio that it can be easily proven that the house’s bill of sale was fake. “It’s all fake,” Osaily said, “The person who sold the house to the settlers is not the owner…I am sure of this.”
Osaily further commented on the controversy surrounding the settlement expansion in the city. “Another house will bring peace? This will bring closeness between people? On the contrary, this will only create problems.”
On Monday, the Israel Defense Forces issued an eviction order for the settlers, according to which they had until Tuesday at 3:00 PM to evacuate the house on their own will, after which "the authorities will act to restore the building to its previous state."

However, later in the day Prime Minister Benjamin Netanyahu reportedly asked Defense Minister Ehud Barak to postpone the evacuation, with officials in Netanyahu's office saying the premier asked Barak "to allow the settlers to pursue action through legal channels."
The prime minister's office did not say so directly, but Netanyahu's comment to Barak means the delay of the evacuation of the settlers, which was scheduled to take place on Tuesday at 3 P.M.
During a visit by several MKs to the Hebron house on Tuesday, Transportation Minister Yisrael Katz said he admired the settlers for standing their ground.
"I came here to support the settlers. I think Jews have a right to buy a house anywhere in the world, and I'll do everything to allow them to stay," Katz said, adding that "as long as it is done legally it must be encouraged.
The Likud minister also criticized the Palestinian Authority for what he said were threats against the Palestinian sellers of the house, saying that the "government should demand their release."
"Ehud Barak won't decide the eviction by himself," Katz said, adding that "if anyone would have appealed the legality of the purchase, then that would be a different matter."
"The decision to evict isn’t the Defense Ministry's, but the government's," Katz added.
The security establishment has called the takeover a provocation, and says that the settlers' presence in the house constitutes a public disturbance. However, the move has won the support of some politicians.
The settlers said they purchased the property legally. Their representatives showed records of the deal on Sunday, including money transfers, to Military Advocate General staff.
The house is located in a closed military zone, but Jewish community activists come and go freely through the area.
Netanyahu is scheduled to discuss the status of the Hebron takeover during session planned for 18:00, due to also include Barak, Vice Prime Minister Moshe Ya'alon, as well as representatives from the Civil Administration and the Defense Ministry.
The main topic of the debate was supposed to be the legal status of the Ulpana neighborhood of the West Bank settlement of Beit El; however, the Hebron house was added to the agenda following the IDF's eviction order as well as Netanyahu's wish to delay the move.
Netanyahu will arrive at the session immediately following a special press conference marking three years since the formation of his government.

Israel has asked the United States for assistance estimated at $700 million in order to produce more Iron Dome and Magic Wand missile and rocket defense batteries, sources told Ynet on Wednesday.
The Iron Dome is designed to intercept rockets fired from a relatively short range, while the Magic Wand intercepts missiles fired from a range of at least 70km, including cruise missiles and missiles with ballistic warheads such as the Squd, Shihab and Sejil.
According to sources privy to the deal, Jerusalem and Washington are currently discussing the aid package, which if approved will allow Israel to equip its defense apparatus with four additional Iron Dome batteries and accelerate the completion of the Magic Wand system, which is still under development.
The sources also noted that if the deal is approved, Israel will be able it to protect its territory from rocket and missile attacks until 2015. The US Congress and administration's apparent willingness to allocate the funds may be seen as an attempt to incentivize Israel to delay its decision vis-à-vis a military strike on Iranian nuclear facilities.
According to estimates, Israel will have six Iron Dome batteries instead of the four it currently has by the second half of 2013.

Israel causes $66 million worth of damage to EU-funded aid projects
Israeli forces have destroyed EU-funded ambulances and other humanitarian aid projects since 2001
The European Commission has released a document that lists projects it funded that were destroyed or damaged by the Israeli military between May 2001 and October 2011.
The list documents 82 such instances, amounting to a monetary loss of €49.2 million ($65.6 million), €30 million ($40 million) of which came directly from European aid.
The list was made available to Chris Davies, a British member of the European Parliament, following his inquiry to the European Commission. Davies subsequently published the findings on his webpage where he stated that the list was “the most detailed response I have ever received from the European Commission.”
The recently published record is yet another indicator of the disregard with which Israel treats its European allies’ activities in the occupied West Bank and Gaza. Last year, it was calculated that Israeli-imposed travel restrictions cost international aid organizations $4.5 million a year.
Davies notes that while the economic damage is not significant in the larger context of the Israeli occupation, the Commission’s meticulous record is illuminating.
The bulk of the damage was inflicted during the years of the second intifada as well as Israel’s attack on the besieged Gaza Strip in the winter of 2008-2009.
The projects range in scale. In the winter of 2001, Gaza’s international airport was devastated, costing contributing countries (Spain, Sweden and Germany) €9.5 million ($12.7 million).
Ambulances attacked
Smaller-scale but significant destruction also incurred. For example, during the second intifada, Israeli attacks destroyed a fleet of Red Crescent ambulances financed by the European Commission, the EU’s executive.
Israel’s attack on Gaza in the winter of 2008-2009 destroyed nearly €2 million ($2.7 million) worth of European-funded projects, including several waste management and water treatment plants.
Apart from European-funded projects, demolition of homes, schools and water collecting devices in Area C of the West Bank occurs on a regular basis. Sixty-two percent of the West Bank is classified as Area C — meaning it comes under full Israeli military and civilian control. Area C is home to 150,000 Palestinians and 300,000 Israeli settlers.
Israel claims to have the right to demolish any structure built without a permit. International, Israeli and Palestinian human rights organizations all concur that building permits are virtually impossible to acquire.
In 2011 alone, 746 Palestinian structures and homes and 46 rainwater collective devices were destroyed by Israeli forces. Hundreds more homes throughout Area C are awaiting demolition.
“To exist is to resist”
Palestinians and solidarity activists agree that it is crucial to help Palestinians living in Area C to stay on their land. One such organization, the Jordan Valley Solidarity Project, has taken the saying “To exist is to resist” as their guiding principle — helping to build homes, schools and other needed structures, in spite of the constant risk of demolition — in order to help Palestinians stay on the land.
The European Commission’s list suggests that member states of the EU are not funding projects in Area C, even though it is where arguably the most needy population lives.
This was confirmed in a study conducted by Birzeit University last year on the effectiveness of development aid, which included interviews with both donors and recipients of aid.
The study found that the policy of most international aid agencies was to not build without a permit because it would constitute a political confrontation to the Israeli occupation, in addition to being laden with bureaucracy.
There are exceptions to this. There are two cases of the Spanish and German governments funding solar panels in villages of the Hebron hills, which are located in Area C. However, in news that stunned many, both projects received demolition orders earlier this year.
Speaking critically of the way aid has been given to the Palestinian territories, a representative from the Swedish International Development Cooperation Agency (SIDA), Peter Lundbergh, said, “Development should help Palestinians stay on their land; too many have left Area C.”

European Parliamentarians: Israel Should be Held Accountable for its Actions
BRUSSELS, (WAFA) - A five-member European Parliament delegation on a visit to the occupied territories expressed shock at Israeli settlers’ violence against Palestinian civilians, a statement by the delegation said Wednesday.
“The delegation witnessed the impact of the Israeli settlements in East Jerusalem and Area C in the West Bank and was shocked by evidence of the Israeli settler violence against peaceful inhabitants as reported by UN and international humanitarian organisations,” said the statement.
“The delegation condemns the Israeli policy of the special planning and zoning controls in the occupied Palestinian territories, which has led to the demolition of habitable houses and destruction of valuable infrastructure projects many of which have been funded through the European Union and its Member States taxpayers,” it added.
The primary purpose of the visit is to focus on the internal reconciliation, the situation in Area C, the Israeli settlements, water issue, political prisoners and the attacks on the media.
The delegation, led by Irish European Parliament member Emer Costello, met with the elected representatives of the Palestinian Legislative Council (PLC) and saw firsthand the conditions on the ground of the Palestinian people living in the territories.
The conclusion for the delegation is that the Oslo agreements with the division into Areas A, B and C, which was intended to be an interim arrangement, have turned out to be a burden for the Palestinians and are used by Israel as a legitimation for a de facto annexation.
Israel’s obligations as an occupying power are not being met and Israel is violating International Law by denying the Palestinian citizens their basic human rights (freedom of movement, access to water, evictions from their homes etc).
The delegation called on the EU High Representative (HR) and the Member States to demand Israel adhere to international law in the occupied territories and refrain from any upgrading in the relationship with Israel.
“Measures must to be taken to ensure that products made in the settlements do not receive any preferential treatment in the EU market,” said the statement. “Moreover, the HR and the Member States should seek appropriate compensation from the Israeli authorities for any European project or service provided for the Palestinian people which are destroyed by Israel.”
The Delegation is composed of the Chair Emer Costello (S&D, Ir), Vice-Chair Margrete Auken (Greens, Dk) and Members Nicolo Rinaldi (ALDE, It), Roza Thun (EPP, Pl) and Norbert Neuser (S&D, De).

Egypt: No evidence of Sinai rocket launch
EL-ARISH, Egypt (Ma'an) -- Egyptian officials disputed on Thursday Israeli assessments showing that rockets which struck the city of Eilat were fired from Egypt's Sinai desert.
An Egyptian security official in the southern Sinai, speaking on condition of anonymity, said the Egyptian-Israeli border was "intensively secured", and no one had detected a flash of light or sound on Wednesday.
No casualties or damage were reported after the rocket struck the Israeli resort town, police said, but the incident fueled Israeli worries over militant activity in the border area.
An Egyptian security source told Reuters in Cairo that forces were searching the area along the border but had not found any evidence indicating any rockets had been fired from the Sinai.
The head of Eilat police, Ron Gertner, told Israeli Army Radio that explosions were heard in Eilat soon after midnight. Police found the remains of one rocket in a construction site, about 400 meters from a residential area.
Asked if the rocket was fired from Sinai, Gertner said: "Based on our working assumptions and the range, yes."
Officials in Israel have been worried that the Sinai has become a base for Islamist militants since former Egyptian President Hosni Mubarak's downfall last year.
"For a long while now we have been seeing that the Sinai peninsula is turning into a launching ground against the citizens of Israel, for terror," Prime Minister Benjamin Netanyahu said after the attack.
It was launched a day before the start of the Jewish Passover holiday, which commemorates the exodus of the biblical Israelites from slavery in Egypt. Eilat is expected to be full of vacationers during the week-long holiday.
The Israel-Egypt border had been relatively quiet since the two countries signed a peace agreement in 1979. But Israel says that since Mubarak was overthrown, Cairo has lost its grip on the Sinai and militants are exploiting the lawlessness.

Israeli police: Rocket fired from Sinai hits Eilat
JERUSALEM (Reuters) -- A rocket fired from Egypt's Sinai desert struck the southern Israeli city of Eilat on Thursday causing no casualties or damage, Israeli police said.
The head of Eilat police, Ron Gertner, told Army Radio that explosions were heard in the holiday resort soon after midnight. Police found the remains of one rocket in a construction site, about 400 meters from a residential area.
Asked if the rocket was fired from Sinai, Gertner said: "Based on our working assumptions and the (rocket) range, yes." He added that police were searching for more rockets that may have landed.
The rocket attack came on the eve of the Jewish Passover holiday when the Red Sea resort is expected to be full of vacationers.
Officials in Israel are concerned that the Sinai desert has become a flourishing base for Islamist militants since former Egyptian President Hosni Mubarak's downfall last year.
The Israel-Egypt border had been relatively quiet since the two countries signed a peace agreement in 1979. But Israel says that since Mubarak was overthrown, Cairo has lost its grip on the Sinai and militants are exploiting the lawlessness.
Last August armed infiltrators killed eight Israelis on the Egyptian frontier. Israel's forces, repelling the gunmen, killed five Egyptian border troops.
Israel said the attack was orchestrated by Palestinian militants.
Israel has been building a fence along the southern border which it hopes to complete by the end of 2012. When it is finished, the barrier will run most of the 266 km from Eilat on the Red Sea's Gulf of Aqaba up to the already-closed Gaza Strip on the Mediterranean.

Two rockets fall on Eilat, no casualties
NAZARETH, (PIC)-- Two rockets slammed into the coastal city of Eilat on the Red Sea before dawn Thursday without causing any casualties, the Hebrew radio said.
It quoted police sources as saying that two Grad missiles slammed into the coastal city shortly after midnight, adding that they were apparently fired from the Egyptian Sinai Peninsula.
The broadcast said that a number of buildings were damaged as their windows shattered in the explosion and people were terrified at the sound.

JERUSALEM (Reuters) -- Israeli Prime Minister Benjamin Netanyahu said on Thursday it was no surprise that German writer Guenter Grass, who for decades had hidden his membership of the Nazi Waffen SS, had described Israel as a threat to world peace.
In a poem published earlier this week, the Nobel Prize-winning writer criticized Israel and said it must not be allowed to launch military strikes against Iran.
"Guenter Grass's shameful moral equivalence between Israel and Iran, a regime that denies the Holocaust and threatens to annihilate Israel, says little about Israel and much about Mr. Grass," a statement from Netanyahu's office said.
Grass, 84, a seasoned campaigner for left-wing causes and a critic of Western military interventions, such as in Iraq, also condemned German arms sales to Israel in his poem "What must be said", that was published on Wednesday.
"For six decades, Mr. Grass hid the fact that he had been a member of the Waffen SS. So for him to cast the one and only Jewish state as the greatest threat to world peace and to oppose giving Israel the means to defend itself is perhaps not surprising," Netanyahu added.
Grass's words were also criticized in Germany, where any strong condemnation of Israel is taboo because of the Nazi-perpetrated Holocaust. Grass's own moral authority has never fully recovered from his 2006 admission that he once served in Hitler's SS.
"Why do I say only now ... that the nuclear power Israel endangers an already fragile world peace? Because that must be said which may already be too late to say tomorrow," Grass wrote in the German-language poem.
"Also because we - as Germans burdened enough - may become a subcontractor to a crime that is foreseeable," he wrote, adding that Germany's Nazi past and the Holocaust were no excuse for remaining silent now about Israel's nuclear capability.
"I will not remain silent because I am weary of the West's hypocrisy," wrote Grass, who won the Nobel Prize for Literature in 1999 for novels such as "The Tin Drum" chronicling the horrors of 20th century German history.
Israel is widely assumed to be the Middle East's only nuclear-armed nation, which it neither confirms nor denies. These could be carried by Dolphin submarines that it has bought, at a sharp discount, from Germany.
Action against Iran
The Jewish state has threatened to take military action, with or without US support, to halt what it sees as a nuclear threat from Iran. Tehran says it is developing nuclear technology for purely peaceful purposes.
"It is Iran, not Israel, that is a threat to the peace and security of the world. It is Iran, not Israel, that threatens other states with annihilation ... decent people everywhere should strongly condemn these ignorant and reprehensible statements," Netanyahu added.
Germany said recently it would sell Israel a sixth Dolphin submarine and shoulder part of the cost, although it also cautioned its ally that any military escalation with Iran could bring incalculable risks.
One of the most powerful organizations in Nazi Germany, the SS was first an elite force of volunteers that played a key role in the Holocaust, operating the death camps in which millions died. But by the war's end, most were drafted and many under 18 years old.
Grass said he was called up to join the SS as a teenager and insisted that he never fired a shot. But some critics inside and outside Germany said this explanation had come too late.
Grass made the confession shortly before publishing his autobiography "Peeling Onions" which details his war service.

Report: Israeli hurt in attack near Qalqiliya
QALQILIYA (Ma'an) -- An Israeli national was injured by Palestinians late Thursday in the occupied West Bank, news reports said.
The man was driving near al-Nabi Elias neighborhood of eastern Qalqiliya when Palestinians attacked him, Israel radio reported.
The man was taken to hospital for treatment while Israeli forces combed the area, according to the report.

Newspapers Review: Daily Focuses on Netanyahu’s Statements
The main front page headline in al-Hayat al-Jadida newspaper Saturday quoted Israeli Prime Minister Benjamin Netanyahu saying Israel will not go back to the 1967 borders and that the only solution to the Palestinian-Israeli conflict is to recognize Israel as Jewish state.
The daily featured Netanyahu’s interview with an Israeli newspaper, during which he stressed that Israel will maintain its control over the settlements in the Palestinian Territory, and that the solution to the refugees issue lies outside the borders of the Israeli state.
An upcoming Israeli plan to build a new campus for the Israeli military academy on Mount Scopus in occupied East Jerusalem was the highlight of al-Quds daily’s front page. It said the project comes within the efforts to Judaize the city and prop up its illegal annexation to Israel.
While the top front page headline for Al-Ayyam focused on the situation in Syria, the Palestinian daily, along with al-Quds, reported as well on a World Bank decision to allocate $55 million to its Trust Fund for Gaza and the West Bank aimed to support Palestinian development.
The three dailies reported on the Israeli assaults against the weekly non-violent protests across the West Bank against settlements and the Apartheid Wall, which left dozens of people injured and suffering from tear gas inhalation, among them journalists covering the events.
The papers reported as well on Christians followers of the Latin Church celebrating Good Friday of the Easter holy week in Jerusalem while Israel imposes a full closure on the occupied territories banning holders of Israeli army-issued permits from entering East Jerusalem or Israel.
Al-Quds reported that Egyptian Copts will be flown directly from Egypt to Israel to participate in Easter celebration, which is the first time since the recent death of the Coptic spiritual leader, Pope Shenouda III, who banned such trips because of his opposition to the Israeli occupation of Jerusalem. However, reports said the Coptic Church reiterated its ban on such travels.
Al-Quds also reported on Israel allowing Egypt to deploy seven brigades in Sinai following a rise in weapon smuggling and attacks against Israel by militants coming from the Sinai Peninsula.
Al-Hayat al-Jadida quoted former Israeli cabinet minister Yossi Beilin telling Voice of Palestine that he thinks the Palestinian Authority should dismantle itself calling on President Mahmoud Abbas to declare an end to the Oslo process, which Beilin was one of its founders.
The papers also quoted Abbas’ political advisor, Nimr Hammad, as saying that consultations with the factions will start soon to name new members for the Salam Fayyad government following resignation of a number of ministers.

Arab Christians Denied Chance to Celebrate Good Friday
While Christians from all over the world were able to attend the Good Friday celebrations in the Old City of Jerusalem, Palestinian Christians were denied this opportunity.
Israel has imposed a total closure on the occupied territories preventing Christians from the West Bank and Gaza Strip the chance to reach East Jerusalem to participate in the Good Friday procession.
Military-issued permits granted to Christians that would have allowed them to reach Jerusalem to celebrate Easter were cancelled as Israel has imposed a total closure on the occupied territories while Jews celebrate Passover, which starts Friday night.
Pilgrims gathered at the Umarrya school inside Lions Gate and from there marched to the Holy Sepulcher carrying small and large size crosses.
The Arab Christians from Jerusalem and inside Israel, who participated in the procession, carried a large cross and sang hymns as they walked along Via Delarosa on their way to the Holy Sepulcher Church.
Christians from various countries around the world arrived in Jerusalem to celebrate this important day in the Easter holy week, which culminates with Easter Sunday.
At a sermon during the Last Supper mass on Thursday at the Holy Sepulcher, Latin Patriarch Twal said Palestinians in the Holy Land are still suffering from restrictions.
“For us who live in this Holy Land, Christ continues to suffer in the members of his mystical body: every day we are confronted by the absence of freedom of movement and peace, frustrations, suffering, and even martyrdom,” he said.
“These living conditions wound us in our innermost soul. We hunger and thirst so much for justice and peace, we dream of leading a simple normal life. We are prisoners of hate, of mistrust and the fear of men towards one another,” added Twal.
Followers of the Orthodox Church mark Easter a week later.

Haneyya: Zionist threats won’t terrorize the Palestinian people
GAZA, (PIC)-- Gaza premier Ismail Haneyya has affirmed that the Palestinian people would not be terrorized by Zionist threats and would remain steadfast on their land.
Haneyya, speaking at the Friday congregation, welcomed the Miles of Smiles-11 new aid convoy, saying that those convoys were meant to maintain the link between Palestine and the holy city of Jerusalem with the youth of the Umma.
He said that the convoys to Gaza come in a rejection of occupation and in support of international principles and values.
